Not sure if this is what you mean, but Greyfox has an IP video server that will transmit up to 4 of their cameras from a camera module to the 'net. I think it retails for about $700. Haven't used one yet, but plan to in a few weeks.
http://www.greyfox.com/products_camera.htm scroll down and then you can get the manual or see a demo set up in their offices.
I have used their camera system extensively and really like it.

We've chosen the AXIS product line. Very robust, excellent API and the ability to control PTZ as well.

Panasonic has IP based cameras that offer pan, tilt and zoom options. Use one of their routers and it's easy for the customer.
Provideo is offering multiplexer/dvr models with an ip address on several sizes. Works with conventional cameras.
Definitely need high speed connection for either option....

I just saw a box at BJ's that had four cameras and a CRT (I think it even had the wire) for $599. Who the heck are they trying to sell that to?
