Okay, I already know the easy answer, but I am going to give this a shot.

I have a client, actually it is a builder's own home. Last year we set him up with a URC Unifier remote with RF base station. This was so he could turn the channel on the DTV box in the lower level which he shares with a TV in the pool house. We recently hung a Toshiba plasma above the fireplace in the lower level, so he upgraded to HD DirecTV. Recently he upgraded from an HR10 to an HR20 (so he could get HD locals). The equipment is above a RPTV off to the left of the fireplace in built-in cabinets. He asked us to install an IR repeater so that he wouldn't have to point the remote at the equipment anymore.

Now the problem is that we have 2 IR bugs going on one box. Is there any fix for this?

Before we get to far my solution is to get him 2 T1s and an RP1, but I wasn't sure if 2 remotes can talk to 1 RP1?

There are "Y cables for this purpose. I cant remember if its Xantech ot not, but I know they exist. I was doing almost the exact same thing in our showroom when I USED to still sell URC along w RTI.

Xantech 282TP for "twin plug" with one emitter. Keep a few on the truck!

The problem is that the URC RF base doesn't use a standard plug size. It is a little smaller than the Proficient (which is the IR repeating system we use). Does anyone make an adapter?

now that was funny. I've been known to solder and heatshrink those buggers. I think the engineer that made that decision has probably died a thousand deaths at the hands of a CI by now.
